Can Outlook Express return automatic 'Out of Office' email replies?

Yes. Lots of info can be found at Microsoft's support knowledgebase
site (http://support.microsoft.com). Go there, pick Outlook, and search
on "emulate out office".

For Outlook Express, go to

tools --> message rules --> mail

Here you can create rule which sends a message back to all incoming messages.
