Are you connected through a router with other computers on the network
sharing a broadband connection, or is this a single PC directly connected to
the cable modem?
Something is preventing your computer from getting an IP address
assignment from the cable company's DHCP server. It could be a
problem with the network card, cable, or cable modem.
If they don't solve the problem, I recommend contacting your cable
company for help.

Turn the computer off. Unplug the modem from it's power source. Wait a
minute or two. Plug the modem back in/turn on. Wait for a wan indication.
Turn on computer.
