what causes xp device to get an IP address of 169.254.x.x
instead of a DHCP range off the connected network?

That address is a default address indicating that a DHCP server can not be
connected to to obtain an address. Check your configuration including
cabling, NIC, and settings.

Could you detail the setting? or post some web site i can reference to.
