Auto Turn Off & On of a standby PC connected

Hi.

I have 2 PCs connected to each other via switch.
1 of them is running and the other acts as a standby. If the running PC
is down, the standby PC must take over. For some reason, when the
standby PC takes over, i need it to restart.
How can i do that? Do i need to write script or program?

Sorry. I forgot to add one more thing in my previous post.

After the standby PC takes over as the running PC, the other PC will
become standby PC. If the CURRENT PC is down, the same process of
switching over will happen as written in my previous post.
