Auto reply when you drag email to public folder

Hello

Payment team is processing payments based on details in emails from inbox and if payment has not been processed the email is dragged and dropped in specific public folder (depending why payment has been rejected). There is a helpdesk team who notify customers why payment has been rejected one by one.

Is there a way to set up that each new item in public folder get template reply automatically?
