auto recover - can this be set on a Global basis?

In Excel 2003 - auto recover - can this be set on a Global basis?, rather
than a file by file basis?
 
Autorecovery (tools|Options|save tab) is an application setting.

Excel will save backup copies whenever you specify.

But do make sure that tools|options|save tab|Disable autorecover (for the
workbook) is not checked.
