Auto-reboot timing?

When I turn on the computer(XP Pro) my modem(SpeedStreem4060 DSL) starts
blinking while setting up. Once in a While (harder to fix), the OS doesn't
give it the time to set up and reboots. I checked off the auto reboot but
then I get a blue screen saying: STOP 0x000000B8 . (Can't find this error
code anywhere).
Is there a way to slow dwn the reeboot timing? would it help? Does the error
code refer to this or something else?
