Auto-program bar

Hi,
I saw a video of a tutorial that had windows xp and above the
taskbar it had a sort of visual browser ( like the one in MSN
Encarta ) that had all the program shortcuts and revolved . So , it
is easy for the user to open any program instantly , rather than
going to start->programs-> ( intended program ) .

Does anyone know what software is it and can I download it from
somewhere or the similar program that can do that task well.

Do you have a link to the tutorial website so we can take a look? The only
thing I can think of offhand is the Dell Dock which comes with newer Dell
notebooks, but it doesn't revolve (whatever that means).

Vista does that, you click the icon in the QL bar, and the running
programs rotate to the front as you mouse over them..
