Auto login in with no CTRL+ALT+DEL

A local agency has a machine that on reboot or logoff immediately logs back
in as administrator, without getting the CTRL+ALT+DEL screen. It is set in
local security policy to require CTRL+ALT+DEL. I need to keep it from loggin
in automatically. The administrator account currently has no password. What
can I do?

Basically what Carey said but reverse this:

Automatic Login:

From there you can setup a password... Type "control userpasswords" into the
run box and hit enter.
