Auto emailing record specific reports

In a monthly electronic newsletter that goes out 99% of the information is
for everyone. There is a small "Hall Pass" report that is user specific
telling them their specific requiremants. we usually Snail Mailed these out
and hand stuffed them into the right envelope. we want to electronically
send them out, but do not want to have to have an 200 ind. attachments to 200
ind. email accounts.

Any suggestions?
 
Are there 200 emails and only some are supposed to the "Hall Pass"
OR
are there more than 200 emails and 200 are supposed to get the "Hall
Pass"?
