Auto BCC when using FROM

We are looking to implement Outlook firmwide and would
like to use the "Send on behalf of" feature available to
us.

Our Risk management Committee have asked that, if a person
send an email using the "FROM" then a copy of that email
be sent to the person whose name is used in the "FROM".
Essentially, make the FROM field also behave as a BCC
field.

Any assistance on this matter would be appreciated.

Outlook has no feature to do this, but it might be possible to build it as a
custom add-in.

How do we ask Microsoft to consider this, for corporates,
for future versions given the increaasing emphasis
on "Risk Management"?
