audio streams, downloads suddenly started cutting out

About a week or two ago, audio streams and downloads suddenly started cutting
out "without provocation"--that is, with no system changes or new programs
installed. Radio stations I listen to, for example, stop after a few seconds
then might come on for a few more seconds; most file ownloads start then hang
and don't progress after a certain point. I've tried disabling my firewall
and anti-virus programs but it doesn't help, and it seems to make no
difference whether I'm wireless or cabled. Any suggestions?

Yes, I just did those actions. I was going to do some scans with additional
spyware programs but I can't download any.

Doing Disk Cleanup may not have cleared the IE cache, or %TEMP%

IE, Tools menu, Options, "Delete files" button. (include offline content)

start/run, type:
%TEMP%
Delete everything there.
Restart Windows

You might check the priority that the players run at, if it's
not an internet problem.

Task Manager / Processes right click on the process,
Set Priority, and see what it is. Making it ``high'' is
probably safe.

The difficulty might be that you can't figure out what process
it is, with plug-ins and so forth.

Anyway some other process might be displacing it.

Problem seems to be ISP-related. I went to a different city today and was
able to listen to radio programs all day without interruption. When I came
back home, the same problem persisted.
