Audio Compression Manager?

I am getting an error that says Audio compression manager
is not installed and to add it in the the multimedia tab
in the add and remove programs. There is no such tab in
Windows XP. I am not a newbie when it comes to windows
and dont know how to add the pcm manager under Windows
Xp. Any help?
