ATX/mobo no power

Can anyone give me some tips for the following prob?. I've had an
Athlon XP 2500, GB GA-7N400 Pro2 MB for a week and it's been working
fine when...

I plugged an internal PCI modem into my system and the PC turned
itself on! THought that was weird but booted fine but the next time I
went to turn the PC on ....nothing, no fans, POST or lights.

Pulled out all parts minus, CPU, RAM and Video, still nothing. Pulled
out MB from case (check for short), still nothing but I noticed that
if I had the PSU on when I plugged the ATX connector into the MB the
MB fans would spin for a second and then stop.

Curious, I slowly pulled the ATX connector out from the Mobo. I found
a point when pulling out and angling the connector slightly that made
all the MB fans (inc AGP card fan) come on and stay on, but nothing
else, no MB LEDS or POST.

Where could the problem lie with this weirdness. Has my Mobo had it?

I think your problem started when you installed the PCI Modem while the
computer is connected to power.
When a computer is shut down there is always a stand by current running to
some parts of it which is necessary for the computer to start when the power
button is pushed.
So my guess is that you have fried that 5 Volts circuit either in the power
supply or on the MOBO.
I would first try a different power supply if you have access to one if that
does not work then you need a new MOBO.

and you might want to consider not to play with the ATX connector while the
power is on because you might still have some viable components that you
want to keep!
