Whenever I receive an email in Windows Mail originating from Outlook 2003,
the attachments are not included. I can receive attachments from other
places.
Unless special precautions are taken, Outlook sends attachments using
a proprietary (RTF) encoding that cannot be decoded by most other mail clients.
As a workaround, the Outlook sender should use plain text format only.

Another possibility is that you are scanning your emails.Scanning can strip
attachments. If you are scanning then disable the scanning by uninstalling your AV
and then re-installing in custom mode and not selecting the email
integration(scanning) feature.
