Does anyone know where the setting is to make the attachment show up under
the subject line instead of showing up on the body of the email?

Asked and answered many times: use Plain Text or HTML.

Because that's the way Outlook was written.

I am unable to get attachments to be listed on a
print of the message (memo format selected); this happened by default
in Express. Any succint words of wisdom?

You don't say what version of Outlook you're using, but here's an excerpt
from http://support.microsoft.com/?id=234758:

"OL98: HTML Message Does Not Print Attachment Icon

SYMPTOMS
If you print an HTML-formatted e-mail message that contains an attachment,
the attachment icon does not print if the message is open, but does print if
the message is closed.

CAUSE
If you print from the table view, Outlook uses different print routines when
the HTML-formatted message is open than when it is closed.

This printing behavior is changed in Outlook 2000, the attachment icon never
prints in an HTML-formatted e-mail message."

This last sentence may be explain things. See also:
