Attachments included with email do not arrive

Attachments included with email do not arrive at
recipient. SENT folders shows attachment was sent.
Opening the sent msge shows attached file(s).

other observations:
Seems to happen with some recipients more than others,
but no pattern recognizeable
If I forward a file with an attachment -- but first
delete the original sender's address/date/other header
information -- this problem seems worsened (more frequent
problem of attachments not recd in the forwarded emai).
Again, SENT folders shows attachment was sent and opening
the sent msge shows attached file(s).
One recipient did not rcve attachment but when they
replied, their reply included my attachment
same recipient received attachment but it was all
gibberish (code?)

I read about a fix IF using Office 97 and MS Word is my
email editor; I use Office 2000 and MS is my email editor
so I dont want to try that fix.

Does it happen when you send using Rich text Format to a non-Outlook
user? Try changing to Plain Text.

I am having a similar issue with Outlook 2002 on Windows
XP on several machines. Sometimes the attachments
(usually Excel) make it to the recipient. Sometimes they
don't. When they don't make it there is no indication to
the recipient that there even was an attachment. Though
the Sender's sent mail clearly has the attachment. I've
got the latest patches to Windows & Outlook and am going
through an Exchange 5.5 server. Anyone... any ideas?
