I have been tasked to find out why attachments will open slowly in Outlook
2003 when it is online but open quickly while it is offline? I have explained
the cached exchange mode and the .OST file but the GM of IT wants to know of
a fix (if any).

A VP has put his laptop next to his MAC and did a side by side comparison of
the time it takes to open the same attachment. The Mac opens it quickly but
the Intel based laptop doesn't. He isn't happy that it takes so long while
Outlook 2003 is online but opens in a snap while offline. I explained that
while offline he is working from a file on the hard drive (.ost) and while
online he is pulling from the server. They want it to open the file from the
hard drive regardless if it is online or offline. Is there any way to
configure Outlook for this?

Thank You

Clearly they don't understand you correctly. You might want to ask them;
"How can you open a message from the local harddrive when it hasn't been
cached yet?"

Note that the attachment is always opened from the harddisk as Outlook
caches it to the securetemp folder before opening (see
http://www.howto-outlook.com/faq/securetemp.htm). The difference is that
with an ost-file it is already stored locally and that without an ost-file
it will need to collect it from the server first.

I did verify that the Outlook profile was using cached exchange mode but it
still opens the attachments slower when online than when offline. I have
tested this on my own laptop with the same results.

Ehm, that is the opposite of what you claimed earlier.
