and not as a file attached that need to click to view it. Pls advise.

That's not possible! No version of Outlook - unlike Outlook Express -
supports this feature. An image will only be displayed in the body of
the mail when the sender has embedded the picture in the (html-)mail.

Pictures will show in-line when they are inserted in-line by Insert->
Picture...
Pictures will show as attachments when they are inserted as an attachment by
Insert-> File...

Some people using Outlook 2003 can view the picture in the mail body
and some only as attachment.
 
For the same e-mail? How was it composed?
Still; Outlook doesn't hold a native function for displaying attached
pictures in the message body.

That email was send from OE to some outlook 2003 user. Some Outlook
2003 user can view it in mail body. In fact some outlook user can view
the picture in the mail body all the time even using plain text but
some will get attachment and in the mail body they will get funny mail
character in the picture location instead of displaying the pictures.

Roady, what i found maybe is thr sender attached thew whole pageinto
the mail body. So if this the case, why some of them cannot view the
picture ? only got attachment ?
