Attachment Security Warning - JPG

I am having a problem with opening up .jpg files in
outlook 2002. I have removed all the other files types
from level 1 and I get the option to save or open file but
with .jpg I do not. I am only able to save to disk. We
do not have anything in level 2 list. Any ideas on how to
be able to open .jpg files in Outlook 2002 without having
to save first?
Any information will be appreciated!

You didn't put jpg in the Level1Remove list, did you?

Windows' file settings may be controlling the behavior: In Windows Explorer,
choose Tools | Folder Options | File Types. Select the extension for the
file type, then click Advanced. You should see a checkbox for "Confirm open
after download."
