Attachment Security - No Option

My users all have Office 2000 SP3. I cannot find the security button to customize the Attachment Security. I understand that this is not uncommon and Microsoft had instructions if the button was not available in the Tools\Options\Security dialog box. I am unable to find any MS instructions and cannot determine how to turn on this feature to keep users from opening attachments with executibles. Any advise how to get this "feature" going????
 
There is no such button. See http://www.slipstick.com/esecup/getexe.htm for
tools to change the registry value. Note that attachment blocking is
alreaedy on and .exe files are blocked by default.
