Attachment Security File

How do I edit the list that blocks attachments?
I believe I need to change the attachment security file.
I do not know where this is or what it's called.
I am using Outlook 2000 SP3 not on a server.
OPTIONS+SECURITY does not have a button for it.
There is nothing on security in the registry.
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\9.0
\Outlook\Security\ does not exist.

Please help.

Have you tried creating the key and populating it as mentioned here:
