attachment pane in "new message" window

When I am writting a new email and want to attach a message it usually
appears in a pane that opens at the bottom of the window as an icon. However
now when I add an attachment a new line appears in the header area (ie TO,
CC, SUBJECT) and the filename (not icon) is placed in this field. The new
field is labeled "attachment" but the recipient cannot see any attachment,
just the body of the email. When the attachment is seen in the attachment
pane at the bottom of the email the recipient is able to see it.

Can anyone tell me how to control the attachment. I want it to appear in
the attachment pane at the bottom of the window not as a new field in the
header area?

In your Tools - Options - E-mail options page there is e-mail format. If
there is Plain Text or HTML it acts like you have seen. If you select Rich
Text format, attachment is inside the text. This is in Outlook 2003. Older
versions Plain Text and HTML attachments where bottom.
