Attaching files to the attachment field

Sometimes when I click in the paper clip icon outlook will create
field under the CC: field with "Attach" as a button on the right
Other times it will attach the file in the e-mail itself. How can
make it always create a new field for attaching files

make it always create a new field for attaching files?

Rich Text formatted messages will show the attachment within the body.
Plain text and HTML messages will show it in a separate field.
