Attach a JPG to e-mail and everything locks up

I have Windows XP, I have MS Office Pro, I use Outlook.

I create an e-mail to transmit, click on the paper clip to attach a file, go
through the browse process to find the correct file (in this case a JPG) and
then click to attach the file. The process halts immediately. No file is
attached. The "browse" screen starts to disappear and freezes. I do
alt-ctrl-del and see "word" running. Nothing happens. I tell the system to
"End the task" on Word and it does, I get the chance to "Send a Report" and I
do but I STILL can't get the e-mail to attach the file and transmit to my
pop3.
 
Additionally, It is MS Office XP Pro. I've tried to reload Outlook, Word,
and No help. I am totally current and up to date on all system updates and
office updates.
 
My MTU has an "Auto" setting running now. It does not care about a size in
MTU. I can set it to manual, then the default size would be 1500.

This problem only started very recently. I had closed my programs for the
night (outlook and IE) and left the machine running to do it's auto backups
in the middle of the night. I walked away and a couple of minutes later I
heard an audible e-mail arrival message. I came back to the machine, NO
OUTLOOK was running that I could see. I had the envelope notification in the
system tray. I did ALT-ctrl_del, no outlook in the tasks BUT there was an
outlook.exe running in programs. I stopped the program and rebooted the PC
and have not been able to attach a JPG ever since that night.
 
Also, the lockup occurs BEFORE I try to send the message. As soon as I try
to attach the file (any file) to the e-mail, I lock up and freeze.
 
Well, reading until my eyes are blurry, I found a suggestion to open windows
explorer and drag the JPG over into the e-mail. That worked. It tossed it
on the e-mail as an attachment and allowed me to transmit the e-mail out via
outlook.

I tried the e-mail thing again opened a "New" message in outlook but this
time I went through the paperclip, and BAM, locked up tight as a drum.
