In addition to the PSU suggestions, has your system ever had an nVidia card
in it? I had an old 32Mb nVidia which I upgraded to a 64Mb Radeon 7000.
Worked fine. I then upgraded to an 8500Pro and had display probs. Turned out
I'd left some nvidia drivers lurking in my machine that the 7000 was
unaffected by.

Frankly, it sound as if the memory chip is failing. If the card is still
under warranty (ask your acquaintance who sold it to you) then send it back
for service.

Have you check the plug connector the vga one maybe it's your 9800pro
hardware to be the trouble.

I am very confident that the 12V power connector is properly seated and that
power is available to it. If you are suggesting that the VGA slot is at
fault, I am able to install a Radeon 7200 card into and have it work
properly.
normally a video card should work in dos, is it working good on boot
up.

Yes, the motherboard had a 2X\4X AGP slot. The Radeon 9800 Pro card is rated
for 4X\8X AGP. Am I missing something simple here? Do I need to set a switch
on the card to chose 4X? My understanding is that the system and card
self-detect the AGP protocol.

The card and the system should self-detect the AGP protocol, in your case
4X. Check the bios to make sure that if there are any AGP settings that
govern this, that they are set to auto if necessary.
