How do I write a function in a query that assigns values 1,2, so on to an
empty field?

You could set up a global variable and a function to increment the global
variable, then in your query set the variable with FunctionName()
e.g.
UPDATE <table> SET <variable> = FunctionName() WHERE <variable> IS NULL

I have not tired it, but it should work
