Assigning tasks without a server?

Is there any way I can assign tasks to a colleague even although we do not
have a server?
A few of us work remotely from separate home offices and I was wondering if
there was an easy
way to share and assign tasks without going to the trouble of putting in a
server? At present
we just pull email in using POP3 from our ISP.

Any suggestions appreciated.

In current versions of Outlook you should be able to assign as task over the
Internet, at least I think I have in the past.
 
I would have expected that to be the case but I cannot find the option to do
this - I am using
Outlook 2007.
 
There's not an option. You should just be able to select a contact that has
an Internet email address for assignment.
