Assigning static address to VPN user

I have a VPN (w2k server using RAS) where I need to assign
static address' to certain users. I see the option in the
properties of the user inside AD, but it is grayed out.
This machine is not a DHCP server. Any ideas on how to
assign the static address without turning dhcp on?

Native mode (no BDCs allowed) on the domain enables the
IP edit box on the AD User property sheet for RAS.
