Assigning file ownership

I have a couple of Windows 2000 servers for which I want to use disk quotas to manage usage. All the files were migrated from another server and are therefore owned by the Administrators group. I need a utility to assign ownership of all files within particular folders to specific users. I've spent much time hunting the net and have found information on a tool called "fileowners.pl" but cannot find anyware to download it. I did find another tool called "Security Explorer" but this was around $400 per server

Does anyone know where I can get a tool to do this, or where I can find or buy if necessary fileowners.pl. It is supposed to be a part of "Windows 2000 Resource Kit Supplement 1" but I can't find it. The links on all the Microsoft sites I've been to don't work
