assigning categories to email in outlook 2007

I only get color categories when I right click the category column in my
email. How do I get the subject category list to show up?
 
Is this an upgrade version of Office? Did you have a prior versioh of
Outlook installed? If yes, then right click on the root of the mailbox,
select properties, and then under the General Tab. select the option to
"upgrade to color categories."
