Assigning an IP range for ICS

Is there any way to set the TCP/IP address range that DHCP assigns for ICS? I
would like to have DHCP only assign a range of 192.168.0.20-30.

No, it's not configurable.

There must be a way to configure it. I am currently having a problem
with my computer after installing SP2. The ICS host assigns all of the
clients on my network the same address. This address is the public
address that is assigned to me by my ISP. (148.63.x.x) this gives me a
duplic IP error and the only way I know around it is to assign static
IPs to all of the clients on my network. It seems that somehow my host
machine is forwarding all DHCP request to my ISPs DHCP server. So
there must be a way to at least forward DHCP to another server.

If anybody knows how to change this please let me know
