Assigning an application thru AD

When assinging an application to users thru AD (so it would show up in Add/Remove Programs) you can create a category and have the application appear in a separate category under add/remove programs. My question is how do you do this. I want to create a category called Loan Docs and have the application assign to that category

When you are assigning the application, right-click the Software Installtion
object in GPEDIT. Choose Properties, go to the Categories tab. Self
explanatory from there.

I was able to get that far yesterday but when I’m on the category tab I can’t find a button to create a new category and the add/remove buttons are grayed out. Am I missing something?
