Assign a function key to open a form

I would like to assign a function key to open a form, so that when all forms
are closed, the switchboard can be brought up, avoiding F11.

Alternatively, is there some way to automatically launch the switchboard
when there are no more forms open? If this requires code, may I ask how it
could be done? thanks
