ASROCK K7VT4A Pro with Sempron 2600 - temps way too high

Upgraded a relatives PC with a new ASROCK K7VT4A Pro mobo and Sempron 2600.
Set the FSB to 333 and double checked all jumpers.
System ID's the CPU right, but damn this thing runs WAY TOO HOT!
62-63C. When I touch the CPU heat sink, it's hot.
Tried two other CPU coolers with Artic Silver and it does no good.
Runs too hot. Checked several times to make sure cooler was seated
in right direction. I'm thinking that it may have something to do with the
cheap 300w power supply. Opinions? Could a crappy power supply
cause a Sempron to run this hot?

Is there a case fan in the system (beyond the PSU fan)? What is the
general system temp? What HSF unit are you using on the CPU? It sounds
like it needs a more powerful fan, either of the same size but higher
air flow or using an adapter to mount a larger fan to get added airflow
with less noise.

If the heatsink is hot to the touch it means it's drawing the heat from the
CPU, try putting a fan with more cfm on the heatsink, if it's speciality fan
such as the aero series try purchasing a high spec heatsink such as a
thermalright slk-800 or sl-97, both with a decent fan.

Check how many fans the case will take and use all the available mounts,
always remembering to draw air in from the front/bottom and side panel and
extracting at the back and top.

What was the original CPU? How do you know the heatsink is rated for a
Sempron 2600? What heatsink is this? Could be PSU if excess volts supplied.
Check with multimeter.

I've tried 3 different coolers with a thin layer of Artic Silver.
I even tried a CoolerMaster XDream II and this thing runs
really hot....60C. I'm thinking it either a defective CPU or
something to do with the cheap -ass power supply.
I'm gonna pop this CPU in another machine with ECS K7VTA3
motherboard that also supports the 2600 Sempron at 333 mhz
and see if it heats up.

I returned the board for another.
It didn't matter what CPU or heatsink I used in this motherboard.
They all ran extremely hot. Even tried new power supply.
The CPU's would run fine and cool in another motherboard.
Replacement solved problem.

assrock=crap put a crowbar in your wallet and get something decent
