ASDL and DUN won't route thro to browser, mail client, etc

My broadband or dial up modems sucessfully connect to the
web, but don't feed through to any web application such as
IE6. Tried pinging an IP address but all packets failed.
I am not on a network.
Any suggestions would be great.

Do you mean the authentication were successful but you are not allowed to go
online?
Maybe your ISP isn't releasing a public ip address to you, if this case call
them for support.
