ARROWS ON KEYBOARD

when i use the arrows on the keyboard the navigation bar moves instead of
moving between the cells?? how do i solve this?
 
Think you're accidentally in scroll-lock mode.
Just hit the "Scroll Lock" key again to toggle it off.
