Arrow lock

You know how your Tab button can get stuck sometimes and to fix it you can
click Alt+Tab a few times? I am looking for a solution for the arrow keys.
In Access (Or other programs) when they are hit they normally go to the next
field. I have a user, who frequently uses these keys, that now presses them
and they move the bar on the side and bottom of the page. I am not sure of
the bars technical name, but it scrolls to the part of the document that is
not currently shown on the screen.

Does this make sense? Has anyone else had this problem? If so, what is the
solution. I am sure it is a quick fix. BTW, We run through Terminal
Server. I am not sure if this makes the solution any different. Thanks!

Is the scroll lock on?
