Arrow buttons scroll page, don't change cells

Sometimes excel does something where the arrow buttons scroll the entire page, and do not move the "cursor" from one cell to the next. If I hit the right button, the entire page scolls, and the "cursor" remains in the cell it was in originally

I've tried closing and reopening the program, and it stays this way. If I shut down my computer, it then goes back to normal

Any help?

Try toggling:

tools|options|transition Tab
Uncheck transition navigation keys.

I'm don't have an explanation of why it might be changing.
