Alright, here it goes, and by "it" I mean my annoying problem. Well
before I used to be able to run all my programs fine and dandy (some
slower than others cause my video card isn't all that amazing). But
recently I can't play anything and most programs just say "memory
insufficient" or "needs a minimum of 12MB of video memory" (which I
know I have). So I went to "start" and then "run" and did the "dxdiag"
and it showed the diagnostics, but when I went to "Display" it said
"Approx. Total Memory - N/A" and now I'm assuming thats why my games
aren't working, because the computer can't detect the amount of video
memory. So I want to know how I make it detect the amount of video
memory.

First suggestion is to reinstall or update the driver for your video card.

check your manual on how to enter the bios and where the setting it.
not having a copy of your motherboard manual it would be hard for me to advise.

Is it an AGP card or an on board chip set on the Motherboard??
If it was working ok and then stopped, your video may have crapped out. Can
you change any of the video settings or anything?
I have an ASUS motherboard with both video and audio chip sets. Starting
with the sound first, both of the chip sets crapped out...I have an AGP slot
and some PCI slots so I just installed new boards. I won't buy another MB
with those on them.
