Archiving

Selecting the "archive items older than [date] doesnt'
seem to be working properly.
Upon selecting a later date, it did archive - even then,
there were some emails dated that should have archived,
and should not have.
outlook 2000
 
Archiving looks to the modified date to determine whether the item is
eligible
