I need to have a reliable backup for about 30 GB that must be retrievable
after ten years.

What is the best medium for this purpose? I read that hard drives can
develop problems if they are stored for more than a few years. Is this true?

All media can. And another question you need to consider is if there's
going to be anything that can read the media in the future.
