Arabic interface

It well be very appreciated if anybody can tell me if
there is a way to update (or Switch) desktop interface
language english to arabic and vice versa, without having
to reinstall full windows setup or having a dual windows
2000 (english version and arabic version) on on PC.
Because until now the only way t have arabic windows 2000
is to reinstal it or having it as dual system with win2k
english version.
