Question: What is approx. power consumption of a regular home PC with
monitor off while it's dormant overnight with all programs loaded? Thanks!

Too many factors. For example the CPU, type and amount of memory, power
supply, number of hard drives, PCI cards (sound, network, USB, Etc.), is the
PC set to go into hibernation or are those loaded programs you mentioned
running and performing some kind of task overnight. Some very high end
systems can consume nearly 200 watts when idling.

There are a few more details you'll need for your calculation. Those
include the processor models, the motherboard type and its power management
capability, what the power saving settings are, and importantly, the monitor
type (CRT vs. LCD) . CRT monitors use far more power than LCDs.

http://windows.uwaterloo.ca/Hardware/PC_Power_Consumption.asp

"The total power consumption of a typical PC and monitor does not consume
more than 175 Watts of energy at its highest rate. At night time when your
PC is "sleeping" it only consumes 35 Watts. "

And the link to the power consumption calculator...

Note that directly used energy isn't the only cost component:

http://www.viewsonic.com/monitoruniversity/lcd.htm
"The power required to run an LCD is about one-third of that required for a
CRT with the same screen area. In addition, the amount of heat generated by
an LCD monitor is considerably less than a CRT monitor, resulting in a lower
load on air conditioning. Building cooling needs may be decreased by up to
20%."

Buy one of those cheap energy meters that you plug into the wall socket and
then connect all your pc equipment using an extension cord.

No more than a 60 watt lightbulb.
