When I used Outlook, years ago, I was able to schedule appointments and edit
the time that they took place, and have recurring events. Can I do this with
Windows Mail, or do I need to get another program? I was hoping to get
Outlook, but it didn't come with my office package (even though I was told
that it would).

There is no calendar integrated with Windows Mail, like there is with Outlook.
Vista has a separate calendar app called Windows Calendar.
There is also a newer app called Windows Live Calendar

Rumor has it that the next version of Windows Live Mail will have an
integrated calendar.

Some, but not all, versions of Microsoft Office come with Outlook included:

Check if the version you got should include it. If it should, you may need
to look
for this newsgroup to get advice on how to install that part of the package:

microsoft.public.outlook.installation

Mention which Microsoft Office package you want to install Outlook from,
and that you want to install it under Vista.
