Applying Settings to all Users

Is it possible to set up your computer so that appearance settings are
applied to all users as a default? I need to create the computer so that I
can create an image of it to install on other computers.

Actually, it would be the windowsxp.setup_deployment group - to the OP,
create a user, setup the user how you want it to look, then copy all the
files under Documents and Setting\<user just setup> to Documents and
Settings\Default
