Applying rules on all addresses in email

I want to setup a rule that creates a copy of the mail in different folders
for each person that is cc'd in the message or that the mail is sent to. I
need this to include mail that I am both sending and recieving. How would I
do this?
 
Not with Outlook's rules... there might be 3rd party tools that can do
this.... but if using Outlook 2003, why not use search folders instead of
copying a message to many folders?
