Applying CSS to web site like Microsoft Themes

If I apply a theme to a web site, any new pages created in FP2003 will have
tags identifying the theme.

I can't appear to to the same with CSS so that any new page will
automatically contain the link to the .css file. This would be REALLY
handy.

Am I missing something?

Or is this a sinister attempt to have me use MS themes instead of CSS?

(And if I remove the theme it leaves the metatag in like this: <meta
name="Microsoft Theme" content="none, default">)

you can copy and paste a successfully linked page or just hit format/ style
sheet links, all pages.
