Apply different password policy to a group of users

We are trying to make our VPN users create a more complex
password than our current password policy. I read that
creating a GPO in an OU will not work. Is there any other
way of going around our Default Domain Policy?

Use Remote Access Policy within Routing and Remote Access. password policies
are based on computers not on users. and password policies within a OU
applies to the local computer and not the domain password policy at all.
