Apply changes to admin acct to all users

I would like to log on to XP Pro as the Administrator and
make changes (add programs, shortcuts, remove unused
programs, etc.) and have those changes apply to all users
on that PC. Is there a way to do this?

Simply make your desired changes to the All Users profile, and
they will affect all user accounts.

Am I to understand there is an account called "All
Users"? These are work PCs and we do not like to ask the
users for their passwords to add and remove items they
need. When we get new software I have to go to all those
that need to use it and install the software or
create/remove a short cut to a webbased server.Our users
needs are constantly changing. With Win98 any changes I
made with my logon would remain. But we just added twenty
WinXP Pros and I do not want to know the passwords of
twenty of our employees.
Please explain further.

No there's no user account called "All Users," but there is an
"All Users" user profile in the C:\Documents and Settings folder that
is used by the administrator to apply desktop settings and shortcuts
to all other user profiles on the machine.
